Kentucky Gov. John Y. Brown Jr. delivered his budget address to a joint session of the Legislature on Jan. 7, 1982. Brown’s $9.97 billion budget proposed no new taxes and was to provide money for mandatory statewide kindergartens and salary raises for teachers, firefighters, police officers and state employees.
